Tim Briggs

Tim specialises in competition and regulatory matters with particular experience in the energy and water sectors. He also advises on EU procurement law and State aid.

Tim was seconded for two years to the Department for Business, Enterprise and Regulatory Reform, joining the team responsible for the review of the UK’s gas and electricity regulatory framework that led to the Utilities Act 2000.


Tim's experience includes advising:

  • China Light and Power and ExxonMobil in connection with the amendment and renewal of the regulatory arrangements applicable to their electricity-related activities in Hong Kong
  • Department for Regional Development (a Northern Ireland Government Department) on a comprehensive review of the water industry regulatory framework in Northern Ireland, including preparation of new legislation and drafting the licence for the Government-owned water company
  • London Underground on regulatory issues arising from Metronet's entry into administration
  • Stagecoach in connection with merger control issues arising from its acquisition of the East Midland passenger rail franchise
  • a private equity consortium of investors led by Macquarie European Infrastructure Fund on the acquisition of the Wales and the West Gas Distribution Network from National Grid Transco (NGT)
  • Department for Business, Enterprise and Regulatory Reform on procurement and regulatory law issues arising from the establishment of the Nuclear Decommissioning Authority responsible for cleaning up Britain’s public sector civil nuclear liabilities at an estimated cost of £48 billion
  • Scottish Water on the establishment of the new price control, competition and regulatory regime and on the potential for appeal to the Competition Commission
  • Securicor in connection with merger control issues arising in the EU, UK and other jurisdictions from transactions with the Post Office and Group 4 Falck
  • London Electricity/EDF Energy in connection with the retrospective amendment of the electricity Balancing and Settlement Code to permit claims for losses arising from erroneous contract notifications and, subsequently, in relation to its substantive claim
  • Northern Electric on EC merger clearance and regulatory issues arising from the sale of its supply business to, and purchase of Yorkshire Electricity’s distribution business from, Innogy
  • The UK electricity supply industry on public law and regulatory issues arising from the introduction of domestic supply competition in Great Britain
